Borough Accomplishments

Bellevue Business

  • An advocate for free parking on weekends and evenings after 6 pm
  • Against increases in parking meter fees
  • LERTA (Local Economic Revitalization Tax Abatement) for business. A tax break for businesses which perform improvements to their buildings
  • Introduced the vacant store front ordinance which has regulated the maintenance and appearance of vacant storefronts
  • Offered for 2 years (2012 and 2013) the Allegheny Restores grant for facade improvements

Bellevue Borough

  • 13 years on Bellevue council
  • The neighbors of Laurel Avenue and Gilliland Place were having serious problems with a group of new tenants.  Linda was the only councilperson to realize they were in violation of our zoning codes. Linda along with a group of dedicated neighbors fought to have council enforce the Tri-boro zoning code along with other ordinances, even though, there were some on council who disagreed
  • Introduced a change to the street opening ordinance which stopped the patch work repairs to our roads. This has and will save the borough hundreds of thousands of dollars. (West View Water is in violation and action needs to be taken)
  • Instrumental in obtaining almost $2 million in grants
  • Only council person to work with neighbors and introduced an ordinance to pass an ordinance to regulate a nuisance AirBnB.
  • Initiated the process to apply for grants for playground equipment for our parks
  • Attends classes and webinars to become knowledgeable of local laws and procedures
  • Instrumental in enacting a building maintenance code for the first time. The code governs the maintenance and use of all buildings
  • Fought for a “full time” code enforcement office  which was established
  • Through the Allstate Insurance Company Foundation, presented $3000 in grants for Bayne Library
  • Part of a three-member team of the Friends of the Library who wrote and secured two summer reading program grants
  • Initiated the first borough filming of council meetings (which was stopped when she was no longer president of council)
  • Advocate for the borough wide cameras on the main street and in our parks
  • Fought and kept the library pediments the same pattern as existed on the prior library pediments rather than a generic design.
  • Fought hard to change the proposed sanitary sewer charge from 6% to 2.5%
  • Solicited Senator Fontana and received money for the tennis court fence, Memorial Park storage shed and Bayne Park playground equipment.
  • Encouraged the DPW new hires to have maintenance skills and willing to attend classes to obtain new skills to do maintenance work in-house. This will decrease some of our dependency on outside contractors
  • Member of the Tri-boros zoning steering committee
  • Secured a public works peer review to access the need and efficiency of our department of public works
  • Negotiated employee contributions toward health insurance costs
  • The borough now saves approximately $8000 per year because it has eliminated the need to take out a tax anticipation note to pay the borough bills until we receive income from property taxes
  • When one of the borough’s computer servers crashed, worked with a borough employee to update the computer system to cloud storage and hired an IT support company
